QUINCY — The Quincy Zoning Board of Appeals continued a contested plan to subdivide a 14,428-square-foot waterfront lot at 95 Rockland Street in Houghs Neck to September 22, 2026. Attorney Patrick Foley sought a variance and special permit to split the parcel into a 6,975-square-foot lot and a 7,272-square-foot lot, adding a new flood-compliant home and a third story to the existing house. Abutter Maura Doherty said 27 residents signed a letter opposing the project, arguing it "is being asked here to create two non-conforming lots." Resident Wayne Baston said the application "fails that test entirely" for a legal variance hardship.
Ward 1 Councilor David Jacobs said after a July 25 community meeting of about 40 residents that "the community is really not at a place where they could accept what's been presented so far." The board cited mismatched architectural plans in ordering the continuance.
